The problem is, they do not have enough train engineers to run every half an hour as planned. Nor for a longer daily schedule, i.e. later trains during the week and more frequency both weekday and weekends. The system was designed/built for trains running every half an hour.
The best practice for commuter trains would have been to build enough sidings for 15 minute headways. Higher frequency = higher ridership (cost affects that as well). Which brings you back to the current problem (which should get resolved) of lack of engineers.
