Because they continue to insist on being too picky in a very expensive market in a good economy.
They require a minimum of 3 years experience as a certified engineer. If they had been willing to hire experienced conductors and send them to a loco school (other commuter RR's have farmed that out, it exists) they could have already had them trained and marked up. They could structure the terms so that engineers must pay back the cost of their training if they left before X number of years.
They insist on engineers also filling in for conductors. Maybe some would like that, but most engineers I know have little interest in dealing with the hassles of an increasingly disorderly public.
The probation period for new hire engineers (who already have at least 3 years' experience elsewhere) is 12 months. I don't know about all commuter RR's, but that's pretty long compared to most freight lines.
So with all that they still expect engineers to jump at the chance to make the same money but pay 2 or 3 times as much for housing?
ACE has the same problems for some of the same reasons.
