Kraut Articulates SMART Truth or Propaganda?

Kraut's comment is what SMART has been saying over and over and over in the papers, to the press, to the taxpaying public be they riders or not.

But this goes to question I asked in the OP: can SMART run a commuter railroad with 6 trains with only two extra cars in reserve?

And is this similar to other commuter railroads that are getting by on a limited budget?

If SMART was running a six trainset schedule right now, there would be only a single car in sitting in the yard during the commute.
