The question is, in other words, is whether for running a schedule requiring 6 sets, one additional set is sufficient.

This is pretty much common practice with modern rolling stock. I know of a few cases where new rolling stock is acquired, and they do have exactly this number of vehicles (Appenzeller Bahnen in Switzerland).

I read about a freight operator in Austria who had no operational reserve, and operated successuflly with that for quite a time. They then expanded, and procured more locomotives, and I think now they do have a spare available.
