Let's assume that there is actually something behind the OP.
Your last sentence says that there is indeed a big demand for the service. That's a good sign.
The service level should definitely be brought to what you state, because that's about the minimum where (assuming that there are connecting feeders) transit becomes a positive part of quality of life. In other words, a household can get rid of surplus cars, if not even all of them.
So, from where could the trigger come to get SMART less dysfunctional? (just theoretically; the reality would be much different anyway).
