The rebuild of the Cal Cable to Fillmore has figured in Muni plans over the years, just as with the extension of the Mason line from the housing project terminus at Bay to the Wharf proper. The extra blocks north were created in 1906 from quake detritus. Never enough money or momentum, so far.
The #38 electrification was formally proposed by Muni but was never carried out by an inert, diesel bus oriented Muni management at that time. Those guys would have never relaid the car tracks on Market St. I guess you too would have called that a dream. I assume you would oppose the extension of the F thru the Ft. Mason tunnel.
Talk about a stupid waste of money - that would be Moonbeam's satellite. Last thing we need is more orbiting junk. Cable cars are a much more enduring investment comparatively. Had Muni bustituted the B in 1948 they would have converted then to trolley bus and there would be no NIMBY argument. The B never stood a chance up against DPW and Urban Removal; Muni managment must have known of the Geary Blvd. plans and that the streetcars were a goner.
