From a 'legal' perspective, BOB2 is correct, as we have no evidence of criminal intent.
However, from an 'investment' point of view, the chances of an "investment" in this scheme (remember, they are looking for $10 million of 'local' money) is highly unlikely to ever pay off.
Hence, for anyone that actually believes the BS that they have published so far, the "invevestment" will likely return the same as a 'planned' swindle .... pretty much zero.
