So far, there are H2 locomotives around. They are in the industrial switcher range.
Now, it can not be excluded that they find ways to pack more power into such a locomotive. I don't know about mainline locomotives, but so be it.
OTOH, especially if switching operation is included, electrification can get overproportionally expensive. OK, something like the Prima H4 by Alstom in the Bi-mode battery configuration is rated 1600 kW electric, and 600 kW battery. With a maximum speed of 120 km/h, this could be decent road switcher. (FWIW, the Bi-mode diesel configuration is rated at 900 kW on diesel).
We'd have to see how a H2 locomotive would fit in this area.
