Both Brightline is designed for 110 mph. now and 125 mph (200+ kph) on the Orlando extension (HSR). And, the LA-LV is planned for 140 mph. (HSR).
So there ain't nothing "pre" HSR about the LA-LV project.
Although it is true, that neither Birghtline, or LA-LV, nor, for that matter, Dallas-Houston (all privately planned, designed, and financed) are not proposing to use the "fastest" possible HSR potentially technically obtainable, that one might use, if one didn't care about the construction, operations, or maintenance costs, the impacts of those costs on fares, potential market share, or profitability.
This is a mindset, of course, quite unlike the mindset and the "speed only" criteria that the "public sector" CHSRA has "chosen" to use, as the "sole" "cost is no barrier" criteria, using all of that California taxpayer supplied "boodle", that we're currently pissing away on that fiasco.
