Ruling grade is 4 percent, which is the deal if you want to follow a freeway. Easy for an EMU, and should be kind of OK for a Florida-like Brightline diesel consist (2 locos + 4 cars, 12 kW/ton)... but the diesel solution doesn't scale well, especially if you're going to play in CHSRA territory with long steep grades in tunnels in the San Gabriels. Then it's mandatory EMU.
