BART building Broad gauge on the old WP???

Drove past the BART maintenance yard along the 880 in Oakland. Looks like they added a track down the old WP mainline to where it ends into the back of a building just north of the 880 over pass. Parked on it were several diesels, a rail grinding machine and a bunck of ex TTX flatcars converted to Indian Standard gauge. Anyone else seen this? Didn’t have time to pull over and investigate further.
