If this is the spot, it's been around for a long time. Looks like a maintenance shop for the tube. Not sure it's even visible from 880, but it's far closer to the freeway than the main yard in Hayward.

Fun point: looks like Google's latest "3D" picture was taken when the circus was in town. That should date it to some degree.
