Interesting that the bill provides 4 million for acquisition of freight rights from the NWP. How was that figure calculated? It was rumored the NWP was for sale in the 10 million range a couple of years ago. What are NWP's freight rights worth? The NCRA also owes the NWP close to 4 million on a loan.The state may have to get out it's checkbook or go to court before much happens.
