As someone who worked on the SN 712, I am disgusted that they gave away the very last SN locomotive, which as you say perfectly fit the mission statement and collection policy. The Tram Nazis' explanation was that it was "too big." (Funny how they would never dream of divesting WP ten-wheeler 94, even though there's no one left to work on it!)
As for the 917 collision at Portola, all I know is that it apparently took place during a "run a locomotive" activity. One side of the nose was torn up, so I assume it was a sideswipe accident.
