It's been years
Back then the paved road north of Elgin was mostly washed out, and no indications that the county would repair. I believe the road formerly shown soth of Rainbow Cyn is no longer shown on State Hiway maps- that would be a good google
UP beefed up their access road next to the track and locked their gates.
There were locked gates north of Carp.
I didn't try to see how far I could get north from Moapa.
There is a dirt road into Elgin from the hiway that winds around to Caliente thru Alamo.
Much , maybe all now, of Clover wash is also gated
