This has been discussed a number of times on this forum, but here it is in a nutshell: in years long past, there was plenty of steam and diesel operation at Rio Vista Junction. But then the trolley-only people amongst the membership began to feel that the trains were stealing their thunder and making them insignificant. A variety of members in positions of authority began to undermine the "train people" and their projects, resulting in many members giving up and leaving in disgust. This included many individuals with considerable mechanical and operating skills. Interestingly, I've never heard any "train people" put down the trolley operations, nor advocate that they be done away with.
