Since I live in Oakley, and have driven by the building that burned, I can tell you a few more facts about the location.
This was on the BNSF Stockton Sub. This is double-track mainline with no sidings. There are no public crossings in the immediate vicinity of the fire location. The nearest public crossing is Cypress Road, apx. 1 mile East of the fire location. That is also where the nearest CTC signals are.
The train in the video was traveling Eastbound (toward Stockton). There also appears to be a Westbound train stopped on the adjacent track.
There is a UP track in Oakley, but it is on the opposite side of town. It is the old SP Mococo line, and Oakley is listed on the timetable for that line.

There are no signs or signals anywhere near the fire location to indicate to the fire crews the exact milepost location, which is probably what the railroad would've requested.
