It did, and I apologize. However, I've seen evidence that public agencies have at least thought about enabling legislation even more absurd than your balloon tire example. I had a similar experience to yours as a kid while riding one of those wooden-box-on-a-skateboard conveyances when I tried to see if it could pass over (at speed) a garden hose laid across the sidewalk. The effect was like those planes landing on an aircraft carrier when they snag the cable. For a brief moment I felt what an astronaut must feel like while weightless, then the inevitable result. I finished up with all of my teeth, and the bonus was missing a few days of school because of a nasty concussion. Again, my apologies...
