There are two parts to the electric car deal:
They are trying to encourage non-emitting vehicles.
The recent gas tax law includes a fee of $100 per year starting in 2020 for zero emission vehicles and of course the higher registration fees apply to them as well.

In the long run there is no doubt that we will shift to a VMT tax instead of gas taxes.

Damage to roads goes up as the 4.2 power of the axle weight. A fully loaded semi does thousands of times the damage of a family car. And a family car does thousands of times the damage of a bicycle. And since less than half the cost of streets and roads comes from user fees it is the bicyclists that are subsidizing the car drivers.
