Per your post there is apparently sufficient revenue from property taxes. Therefore, an increase in the gas tax is not necessary.
I get a free ride when on my bike. My property taxes go to much more than roads. If I drive a hybrid or electric car, I use the same roads but cheap out over other drivers. Better that all pay an equal share.
