The article misses the main benefit of the new route: it potentially saves a full two minutes of trip time between the ends of the system. Saving minutes is what makes HSR expensive, with the marginal cost of the next minute saved always increasing. You fix the slow bits first because minutes are cheaper to save there. The old Truxtun “Bakersfield Hybrid” alignment featured an inexcusable 115 mph reverse curve that was going to cost a full two minutes of trip time for any train that didn’t stop in Bakersfield.
(provided that 220 mph on a viaduct through an urban area ever “flies,” which it may not from a noise perspective...)
