I wonder if that is primarily the case because the primary focus in Ventura County is bedroom community housing and agriculture?

I have to wonder what would happen to Port Hueneme if the military pulled out at some point. My guess is most commercial activity including RORO would dry up due to actions or inactions by county and municipal officials.
