1) a train-automobile/truck accident isn't a motor vehicle accident, it's property damage.

2) when there has been a fatality, regardless of being on or off a railroad, everybody waits for the coroner to release the scene.

3) in this case, the coroner allowed movement on the other track, and the UP M/W forces were talking the train(s) by.
