Any new Bi-level for use in the USA will need to be compliant with the requirements listed in both 49CFR238 and the PRIIA (Amtrak) Bi-level specification.
It can be done, and Stadler certainly has the engineering team to design such a car. But if you are expecting a copy of a Superliner II built by Stadler, forget it. The Superliners do not meed the modern equipment weight and crush standards.
