Then why do the Superliner IIs, which have the GSI trucks, ride better on the same "horrible" track?

Nippon's cars weren't what failed; it was the cab car cab module which failed the collision test. This is a crew protection thing which also applies to locomotive cabs. Since most of the bi-levels don't have control cabs, they're still OK to build new. Nippon decided the throw in the towel on both the cab cars and the straight coaches. Any other carbuilder is free to build the coaches, and if they could come up with a cab module design which passes the collision test, they could build those too.
