One of the tenants of "Precision Railroading" is to focus on moving less marginally profitable carloads and cut routes, train crews ,locomotives and cars. In the big picture this will hurt shortlines. If the rate of return providing interchange to a shortline is marginally profitable service could diminish to the point it put's the shoreline out of business. In the end that would be the desired effect of the big RR"s.
