As Hot Water points out in his reply, the horn can still be sounded when necessary within a "Quite Zone."
Speaking for myself, during my career - which lasted 42 years - every time I struck a vehicle or a person, I was sounding the horn. Conversely, I never struck anyone in a "Quiet Zone."
