If BNSF used rights the 4449 would be in consist or lead and would have to keep schedule with the scheduled freights/intermodal trains which cannot stop and wait to meet firetrucks for water.
Never say never but I think we got our fill in the 90's and that was it. Its over and in 40 years there wont be mainline steam. Not because of the tricky logistics but because no one will care enough to be entertained by something that is not relevant to their lives.
