The FRED communicates the pipe pressure at the rear of the train.There is no way for an engineer to know that the FRED would not respond to a command to plug the air in advance of plugging it.
Part of the class 1 air test involves plugging the FRED to determine that it is communicating and working properly before departure.
All modern road engines have a working CFM flow gauge.
