That was how I was taught to tie down an idling locomotive, under the General Code, and the old SP BOR, and applicable air brake rules....so that sounds kind of strange. But, that was "way way back when, on a planet far far away"....
Have you seen any such a change in the General Code, the Federal Air Brake Rules, or any FRA directive to do that?
