Almo,

Not sure what you observed at Fraser Mills but it could have been "ordinary" traffic. When CP and CN signed the co-production agreement covering Greater Vancouver, the deal was that CN handled all North Vancouver traffic and CP all the Vancouver traffic; two trains a day, direct from Vancouver up to Boston Bar or North Bend.

My understanding is that CN then swept in and undercut CP bigtime on their rates. CP understandably isn't happy with this, so they continue to operate two trains a day as per the agreement. Everything else (that is, all the business they feel CN stole from them) they just gather up and drag out to Fraser Mills and leave it for CN to come from Thornton Yard.
