If HSR takes too much attention, Gavin will just shut it down. That said, he's more likely to have people who know something take a good look at it that Jerry or Arnold were. Unfortunately for doing something reasonable from a cost-effective transportation standpoint, The Proposition did set a travel time bogey end-to-end that requires at least some (express) trains to be super-high-speed; backing off from that (as logical as it is) will almost certainly trigger lawsuits over use of the bond money that might have some traction.
