Chamberlain's policies were fully in tune with the thinking of the time: not repeating the bloodbath of WWI. There was also an atmosphere of isolationism "Europe's problems aren't ours", which sounds all to familiar of late.
By in large his policies were successful in avoiding armed conflict. However, in the end even he realized that they had played a significant part in creating an even bigger problem: aiding and abetting an aggressive and aquisistive dictator bent on taking over Europe.
It is only with hindsight that the policies have become recognized as wishful thinking and doomed from the outset.
Caligula? He was good -- at first, and the reasons he went bad are somewhat clouded: disease, mental instability, etc. There is also a possibility of biased writing by those who wrote the history.
And last but not least, those who rise to the top of the political heap aren't "dumbshits", because in their own way, the are rather creative and mentally adroit. The trick is to make sure only the benevolent ones make it to the top.
