In a discussion of subsidy per capita, we might want to consider subsidy per user. Amtrak's 1.4 billion divided by 25 million riders, or about $57/each. This is comparable to the highway subsidy mentioned above [assuming we all use the highways]. I think that separation of capital investments from operating costs might reduce the contoversy around Amtrak funding. Rich Hall
