Rail access used to be mandatory for AF bases and many other military installations. They would bring in a lot of supplies that way, and occasionally ship out dirty dirt (in latter days) and troops. When bases were closed, the rails usually were abandoned, often in place. A few active bases (such as Beale) still have spurs, though I'm not sure what they get that way.
