Barge is not more fuel efficient when the empty upstream moves are calculated into the total
move. Ship captain on a Columbia tug boat told me that during high water flows, it can take ten times more fuel to get the empties upstream than it takes to go downstream. Also, high
water flows also increase the fuel used downstream as more fuel is required to steer the tow.
Calculating the entire move, rail is most fuel efficient.
