A municipal agency should not be allowed to go into the railroad business until they can prove to the STB that they are capable of operating a railroad and that they have an experienced manager to oversee operations.

The recent doings on the Coos Bay Rail Line operation as well as the POTB (among others) only serve to frustrate the successful operations and divert scarce grant money which ultimately serves to enrich the salvage firms such as A & K (among others).
