Take the billions for Pacheco, give half to LOSSAN, then use the rest to build a new high-speed alignment through Altamont Pass along the SETEC alignment, gradually hopping up the nascent Valley Link project. There is no useful rail alignment through Altamont right now, at least not one that can relieve 580. Go electric and go steep.
