A.C.W. Fertilizer was located on the east bank of the LA River on Macy Street. Today Macy Street is called Cesar Chavez Avenue. This would put it across the river from the Piper Tech Building between US 101 and the Los Angeles Transportation Center (Intermdoal Yard). The photo was probably taken from the Macy St bridge looking northeast.
