As much as I would love to see the Eel River Canyon, even if they did the bare basics to get it re-opened, which would be close to a complete rebuild after all these years, they would still have to deal with all the problems NWP had - unstable ground, washouts. Cost would go up from there if they created clearances for double-stacks, which would also have to be done south of Willits.
