I'm not saying the Air Quality Improvements were not necessary. I grew up in Orange County in the 1960's & 1970's, when the On Shore Flow from the Coast would pile the smog up against Anaheim Hills & Santa Ana Cyn. Many times we had " Smog Alert " days in Physical Education, wherein we all headed into the gym.
I do recall the SCAQMD forcing GM to install new paint booths at GEMCO, then only a few years later telling GM ; " They aren't good enough anymore." Wherein GM closed the plant, with remaining Camaro / Firebird production thereafter only in Ohio.
Also worth mentioning are the issues Espee had with later Sacramanto repaints, and their less volatile paints literally falling off the locomotives.
