My understanding is that there are several groups that intend to use this space, and all of them have to ante up with money and an acceptable plan before the developer will allow the former shop area to be used for the purpose.
As I understand it, two additional groups that would like to use the space are a narrow gauge foundation and the National Model Railroad Association's Howell Day Museum. Both of these groups are apparently represented by Charlie Getz, an attorney and a big wind with the NMRA.
The NMRA had previously announced that a preview exhibit for the Howell Day Museum would be placed in the mezzannine level of the main California State Railroad Museum by summer, 2008. However, this hasn't happened, and Getz has told me in an e-mail that it's postponed to Spring 2009. As far as I'm aware, though, no systematic fundraising has taken place for this museum, even though the estimate is that it alone will require $15 million, with a deadline for the developer's approval just a few years away.
Given the current California budget crisis, I don't feel optimistic about any of this.
