The anti-trolley bus vendetta dates to the sixties, well before Feinstein as mayor. The ca. 1968 bond measure propaganda to kill off the streetcars and replace the M with a quasi-BART subway also railed against trolley buses and of course the wires. They had a field day with the overhead feeders at the Fillmore and Turk substation which went back to the United Railroads days.

Fortunately that failed and we have our streetcars and trolley buses. Curiously a Kaiser Engineers report on Muni found trolley coaches to be very good performers especially on hills and IIRC recommended wiring Sacramento St., which did eventually occur.
