As Max notes, some London Tubes are pretty small, though probably still a bit bigger than this. They can actually hold cars big enough for people to stand up in, sit in (other than 2 across in Model X seats), and move around in.
Chicago had a system of small tunnels for movement of freight to and from various buildings in the downtown area. Worked well at keeping that kind of delivery traffic out of downtown civilian traffic (which has been clogged for a long time - congestion there is nothing new). Now abandoned, but some of the tunnels still exist.
London had a system of small tunnels for moving mail around, again for the purpose of avoiding congested surface traffic. Part of it is now being restored as a tourist attraction.
US Capitol has small tunnels with walkway and a miniature subway connecting to nearby legislative office buildings.
Notice a theme among small tunnels for transportation? How (except for the London Tubes) they're intended to let freight and/or elites move about a congested urban area without having to mix with surface traffic? Musk is inventing what? Like to see him try to patent the concept - on second though, no, the current Patent Office would probably grant it despite prior art.
