I had a similar thought, but if you read between the lines they're talking about no alternative for locating a relatively high-speed passenger railroad in that built-up area. Yes, there are some parallel freight lines. They kind of bob and weave around the area, and are anything but high-speed even though MARC does use some for commuters. And several segments of the freight lines are also likely to be troubled by sea level rise, as will NJ Transit (preview: Sandy).
True HSR in the NEC has been studied. It makes CAHSR look quite reasonable overall.
