I believe you'll see nuclear waste removed to the moon before Yucca Mountain is ever activated. The countries using nuclear are rich and can pool their resources to perfect orbit lofting technology. After all it is just another payload - radioactive, heavy and expensive but not explosive. Just do what PG&E does - pass the costs on to the customers.

The real advantage of off-world - and really compelling if everyone starts resorting to nuclear - is that the hot stuff is truly safely out of the hands of any jihaders.
