The problems with your idea is what happens when that material doesn't make it in to orbit? Also I don't think the nuclear caskets were designed or tested for space travel or any space travel mishaps. That means time, money(public) for testing. Then what about energy needed to send all that waste in to orbit?

I have seen video of a passenger train doing 80mph broadsiding a nuclear casket on a truck. No leaks. Transport of nuclear material isn't as bad as people make it out to. Storage on the other hand....

I like the previous poster's idea of dealing with it. Make it a little hard to get to that way.
