That article looks like an informercial for BYD, a major Chinese (electric) bus builder.

They got some pretty bad press recently, as the ctiy of Albuquerque sent back their whole fleet because of insufficient performance and quality.

OTOH, there seem to be some strong ties between the California operation of BYD and some city officials of Los Angeles (read a few days ago, but did not save the links).

But fact is that the Chinese cities are buying BEBs (battery electric buses) like crazy (and a few BTBs (battery trolley buses) too).

In general, as of today, Standard size (12 m) and smaller BEBs work reasonably well; for bigger ones, the needed battery capacity is a bit too high for current designs.
