Those were called "underslung brake cylinders", which were mounted between the wheels in the truck's bottom brake rods (cylinders on each side of the truck). There was a special dump valve actived by the hand brake chain to exhaust the brake cyliner when the hand brake was wound up. Without this feature, winding up a hand brake would be renedered ineffective if the cylinder lost pressure.
