Amtrak Cascades hurting for power

I spent a good part of yesterday in the Steilacoom Washington area, working and photographing trains.

Of course several of the trains were Cascades and I noticed that of the 4 Cascades trainsets I saw, only one had it's proper equipment.

Along with a P42, there was AMTK 503 and even a BNSF freight unit filling in for a cabbage car. Is there some common problem with the F59s or is this just a run of bad luck?

Not much of the BNSF freight in this shot but the rest of the image I'm pretty pleased with:
